Strategy

Jump up two levels and stand on the fourth of the five platforms from the left on this row. Two of the Drunks will fall down in front of you. Bubble these and burst them. Then jump up to the platform at the very top/right of the level. All five Drunks will walk towards you from the left. Bubble them all together and allow their bubbles to float off the top of the level, then burst them as the come back up from the bottom.
